1. l'auxiliaire est To Be (Is à la 3ème personne).
La forme interrogative requiert une inversion :
     Where is Semco based?
 
2. là, il s'agit du Preterit (passé). La question est donc :
     When did the changes begin?
(Notes qu'ici l'auxiliaire indique le temps, et le verbe est à l'infinitif)

En fait, la première ville mise à jour fut, en 1710, Herculanum. Découverte par hasard, la ville est fouillée de façon désordonnée, au moyen de tunnels et de puits, qui détériorent les vestiges. Les statues sont pillées, les objets en bronze fondus, au profit de membres de la noblesse. Mais la difficulté des fouilles - la couche de boue durcie est très épaisse et très dure - fait que les recherches se portèrent rapidement sur le site de Pompéi, où le terrain était plus meuble. Les fouilles de Pompéi débutèrent le 23 mars 1748. On découvrit rapidement monnaies, statues, fresques, un corps. Bientôt l'Europe entière se passionna pour Pompéi. La mode de l'antique se propagea : architecture, costumes et meubles " Empire ", peinture à sujets antiques

Buried, Pompeii never was rebuilt, and the city and its name were forgotten. The first discovered inscriptions, from the 16th century, and speaking of Pompeii were wrongly interpreted as a villa owned by the great Pompee, Caesar's opponent. In fact, the first uncovered city was Herculanum, in 1710. Discovered by chance, the city was roughly excavated, by using tunnels and shafts, which damaged the remains. Statues were looted, objects made of bronze were melted down to enrich members of the nobility. But the difficulty with the excavations - the hardened mud layer is very thick and hard - diverted the searches towards the site of Pompeii, where the ground was more easily worked. The excavation of Pompeii started on march 23rd 1748. Soon they discovered currencies, statues, frescos and a body.
Soon, whole Europe was fascinated about Pompeii. Antique was in fashion : architecture, costumes and "Empire" styled furnishings, antique related paintings...
