Anyway, I don't think it's possible to be bilingual, unless you are a kid, then your parents are english and french. Or you don't speak french at all for ten years  

When asked during job interviews, I say I'm almost fluent. That allows the guy to feel superior, thinking "ha, I'm gonna trick her, then"... and most of the time, he ends up surrendering, asking me "why don't you say you are bilingual?" "Because I wasn't raised in an english speaking country nor by english speaking parents, therefore I am far from being bilingual"...
