I have a Tomson LCD TV Type 32LB13S5 with a IFC130 EN chassis
It will not startup, the red and green led's, remote are  
OK..............12v, 24v, 5v and 3v are OK on the power boards.
I suspect that the mainboard 21474990    or       the AV board EFCO301E are  
faulty but can not tell with available test equipment? no support in Spain!!..... no sign of burning all looks good.....have I missed something simple?
Can anyone help?
