Basically I think you got a new E8400 right ?
 
I exactly wondered about the same thing this morning and actually if you re using a p5q mb, it's the EPU-6 function...
so nope it's not a pb at all :
 
All in all, its a badass function to save power : it basically changes the coeff of your comp because it does not need such a frequence on the desktop...
