Utilise HLProxy disponible ici :

Essayons de faire simple :
 
Sur l ordi client (qui a pas internet) tu ouvres le fichier woncomm.lst qui se trouve dans half-life\valve avec le bloc note.
 
T'obtiens un truc comme ca, tu remplace avec les nouvelles valeurs (en gras) :

L'adresse IP 192.168.0.1 est un exemple, tu dois mettre celle de ton PC connecté au net (mais en général c'est celle la qui est définie), pour plus d'infos sur la configuration des IP jette un coup d'oeil sur cette article que j avais fait pour mon site :

Laisse les ports (chiffres apres les ":" tels qu'ils sont définis ci-dessus.
 
Laisse HL Proxy sur le PC connecté à Internet et fait une update des serveurs sur le PC client.
 
Je pense que ca devrait marcher comme ca !    
 
Note : Si tu veux rajouter un serveur dont tu connais l'adresse IP et le port par avance tu dois le "mapper" sur HLProxy puis faire ajouter serveur depuis le PC client en mettant l'adresse IP du PC connecté au net plus le port défini par HLProxy :
 
Ex : Tu mapes 153.45.156.12:27015 dans HLProxy, celui ci t indique qu'il le met sur le port 16000 (par exemple). Ensuite depuis le PC client tu rentre 192.168.0.1:16000 et le serveur apparait dans la liste
