Sous iOS il y a Pythonista qui est un outil dédié. Sous Android, il y a probablement plein d'option mais la plus flexible est d'installer Termux, puis via l'outil "pkg" de termux tu peux installer python.
Pour un Chromebook, tu peux le passer sous linux et t'es libre comme l'air. Sinon pour avoir un vrai environnement de développement je pense que le seul moyen est de bosser à distance (utiliser le chromebook comme un simple terminal), cette option étant aussi disponible pour ios et android.
