The article I would like to introduce you entitled “cyber attack from China and Russia threaten to bring Britain to a grinding halt, report warns cabinet”, it was published on the Daily telegraph on August 9 2008. This article deals with the emergence of a new criminality: cyber criminality his dangers and ways of fight against (of struggle.)
Cyber terrorism’ threat has become a reality in England after a wave of attacks targeting public and private sectors, one day after the beginning of the Olympic Games. Analysis show that these attacks are not isolated activity, but they come from an organization very well structured. That’s why the UK control didn’t succeed to trace the authors of these malicious acts.
So the question is who and why of course? ( l La question qui se pose donc est de savoir qui et évidemment pourquoi ?
The Cabinet office obviously suspect some countries as China and Russia who have a growing ambition and where hacker’s team are already developed and have very sophisticated methods.
Do you think that China or Russia would support such hacker’s group?
Right now UK just only has suspicions.
Anyway China has furiously denied all these allegations and that it must already fight against terrorism during his Olympics Game...
These cyber attacks are clearly not simple virus on personal computers, but have specific goals (targets), as remind in particular the director general of MI5.
The introduction in vital parts of economics as business networks, in national security’s network and their databases, it used to spy, test and finally to show his electronic dominance.
In the second part of the article, the writer, James Chapman emphasizes that although such attacks are often obscure to public they are nevertheless a threat very likelihood. In deed, the Cabinet Minister Ed Miliband has published a survey where the likelihood of cyber attacks appears in the second place between attacks on transport and attacks on crowed places. Which in the current context after the subway terrorist attack in London is very revealing.
Like measures take in case of epidemic, the British government advises to back up all sensitive data like confidential information or commercially valuable and secure system in the best way. Alive to banks , industry but also the public aware to the problem seems to be really positive, even if some people think it only increases the climate of insecurity.
However, this publication is widely welcomed by the authorities including Shadow security minister Baroness Pauline Neville-Jones and Security Minister Lord West, qui la considère comme une mesure sensibilatoire permettant de ne pas occulter les menaces et donc de mieux y faire face.
To my mind warn the population is necessary and we mustn’t wait the losing of confidential data by a civil servant or a massive attack to make these declarations;
However I believe we must relativize and remember that cyber terrorism and spying is not new although this activity was sporadic. So why worry now? Pourquoi s’inquieter aujourd’hui?
These fears are justified or are they just roundabout way to increase the control of the British population? Ces craintes sont elles justifier ou sont elles juste des moyens détourné pour accroitre le contrôle de la population britannique?
In view of the current situation (les données changent), the growing of China into the global economy create some political and, economical, tensions (CHINA USA and more generally the Western bloc and China).
My first reply would be to say (serait de dire) China may need additional technology but hack systems of national defense or even neutralize communications is too risky and if these activities was authenticate ,relations between these countries will deteriorate and there is no interest.
My second answer is more nuance (nuance), at the dawn of a third major conflict (prendre un coup d’avance) is essential for a country faces to the western unit; so use cyber war to cripple their financial military and communications capabilities in a probable conflict is not negligible.
The evidence of possible China‘s government piracy would be to say how Chinese can do this when there access to internet is heavily censored? So ok the only solution is that Chinese governments allow and supports some groups and remain anonymous. Ce qui est fort probable n’est ce pas?
Mais ne soyons pas si bête l’Angleterre l’Amérique la France et tous les autres ne le font-ils pas à leurs manières ?
The third reply is not ridiculous in a country where “cameras” are everywhere use like an excuse cyber terrorism to further enhance the control of network. Why not? A subtle way to control public access instead of the blatant blocking in china.
