It is generally a good idea to 'Build & Boot' when you assemble a new system no matter what memory you are going to use. Start with just the CPU/Heatsink/Fan, one memory module in the C1 slot and the video card... all power supply connections properly made to the board and the vid card, if necessary ... Monitor, mouse and keyboard... Nothing else attached to or installed on the board. Then power on the system and tap the Delete key. If you can enter the BIOS, then shutdown and install your boot hard drive and again power up and tap delete... see if the drive shows up.. If it does, then shutdown, unplug and install your optical drive.. Then same procedure. If all is well, load your operating system.
After the OS is installed, you can add your additional memory and other items and let the OS set things up.
As far as getting the memory to run at 1600Mhz... you may need the base clock set to 200Mhz... this is the 'overclock' setting that the memory information if referring to. Normal base clock is 133Mhz. Then have a look in the 'DRAM Frequency' switch and see what you have available close to DDR3 1600
